Amendments to Council of Ministers Decree No. 237 of 7 November 2025, laying down the terms and procedure for the implementation of a Program for granting aid through compensation aimed at the temporary alleviation of electricity prices for energy-intensive consumers, have been promulgated.

The amendments introduce the following changes:

1. Extension of the program's duration

The Program will apply for three consecutive pricing periods, from 1 July 2025 to 30 June 2028, while its overall estimated budget has also been increased.

2. New rules on the amount of compensation

The Council of Ministers is granted the authority to adjust the reduced reference electricity price depending on the availability of funds under the Program.

3. New requirements for undertakings carrying out more than one economic activity

Undertakings engaged in both eligible and non-eligible economic activities will be required to submit a declaration in the prescribed form (Annex No. 3 to Article 9(2), Item 6), together with supporting financial documents regarding the allocation of electricity costs.

4. Revised method for determining eligible electricity consumption

For undertakings carrying out more than one economic activity, compensation will be calculated only in respect of the electricity consumed for eligible activities.

5. Enhanced control over compensation payments

The Electricity System Security Fund will carry out additional verifications and, where necessary, recalculate the compensation amounts granted.

6. Expanded information reporting requirements

The electricity transmission operator, electricity distribution companies, and balancing group coordinators will provide the Electricity System Security Fund with the information necessary for administering the program on a monthly basis.

7. Clarification of the rules on eligible investments

The requirement for beneficiaries to invest part of the aid received is maintained, while the conditions and deadlines for implementing such investments are further clarified.

8. Increased transparency

It is provided that information regarding the compensation granted, the amount of state aid, and the implementation of the investments will be published on the Ministry of Energy’s website.

The amendments to Council of Ministers Decree No. 237 are already in force and have been applicable since 16 June 2026.
