New Rules on Electronic Administrative Proceedings Have Entered into Force
As of 1 July 2026, the amendments to the Administrative Procedure Code (APC) have entered into force, introducing new rules governing electronic administrative proceedings in Bulgaria. The amendments are intended to streamline administrative procedures, facilitate communication with administrative authorities, and expand the use of electronic public services.
1. Electronic Submission of Applications
Applications for the issuance of individual administrative acts may now be submitted electronically 24 hours a day, seven days a week. Electronic submission is no longer dependent on the working hours of the competent administrative authority, thereby improving the accessibility of administrative services.
2. Electronic Administrative Case File
An electronic administrative case file is now established for every administrative proceeding, irrespective of whether the application is submitted electronically or in paper form. This ensures the unified management, storage, and traceability of all documents relating to the proceeding.
3. Electronic Access to the Case File
Where technically feasible, the parties to the proceedings are entitled to electronic access to the administrative case file. This facilitates the exercise of their procedural rights without the need to visit the administrative authority in person.
4. Electronic Service of Documents
Notifications and documents issued during the administrative proceeding are served electronically. If a document is not accessed within seven days of its delivery, it is deemed to have been duly served in accordance with the provisions of the Administrative Procedure Code.
5. Electronic Transmission of the Case File to the Court
Where an administrative act is challenged before the court, the competent administrative authority is required to transmit the entire administrative case file electronically to the competent Administrative Court, thereby reducing the time required for the administration of judicial proceedings.
As of 1 July 2026, attorneys-at-law, administrative authorities, judicial authorities, the Ombudsman, persons exercising public functions, organisations providing public services, and legal entities participating in administrative proceedings are required to submit their applications electronically. Individuals, however, retain the option of submitting applications electronically, in person, or by post.
