An investment project will no longer be required when installing photovoltaic systems with up to 20-kilowatt (kW) power on building roofs. This is foreseen by changes to the Spatial development Act (SDA), adopted in the second reading by the Parliament.

       The idea is to make it easier for households to install solar panels on the roofs of their homes under a reduced regime. They will be connected quickly to the power grids. It was also accepted the proposal that the installation of roof power plants on single-family and villa buildings should be done only through a notification regime to the chief architect of the relevant municipality and to the electricity distribution company, after the installation begins to function and is connected to the power transmission system.

       During the energy efficient refurbishment of the buildings under the Recovery and Sustainability Plan, the residents of the buildings will be able to install photovoltaics, and the energy produced will cover their needs for the common parts of the buildings. This project is managed by the Ministry of Regional Development and Public Works, and applications for it were opened at the end of 2022.

       In recent years, the cost of solar power has fallen to record lows. Due to the complicated procedures, however, until now mainly large investors have benefited in Bulgaria. After the enforcement and publication of the changes, the range of users will expand considerably, as the most ordinary family will be able to install a photovoltaic system without going through unnecessary and heavy administrative procedures.
